You can 'wet mill' black powder. When I first ball milled my black powder I was told by a scientist that wet milling would be the safest way to do it. I added a little too much water, but once I got it out I was able to just granulate straight out. Also it was pretty good quality black powder.

The continuous preferential oxidation of CO (CO‐PROX) under in situ ball milling of Cu‐based catalysts such as Cu/Cr 2 O 3 is presented. At temperatures as low as −40 °C, considerable activity and more than 95 % selectivity were achieved.
The above milling experiment was carried out at Fritsch Pulverisette 6 planetary highenergy ball milling system in the air, with room temperatures for different times. A 250 ml stainless steel carbide vial with 10 stain less steel balls, along with a diameter of 20 mm, was used as a milling medium. The milling speed was set at 370 rpm.
